Private SAMUEL SPRINGER of Captain J. M. BOWERS Company H of the First West Virginia Regiment of United States Vols was enlisted by Lieut. THOMAS REED of First Regiment of Virginia Vols at Wheeling, Va on the FIFTH DAY OF MARCH 1862 to serve three years; he was BORN IN HARRISON COUNTY in the State of Virginia, is thirty three years of age, five feet four & one half inches high, fair complexion, blue eyes, black hair, and by occupation when enlisted a FARMER. During the last two months said soldier has been unfit for duty 60 days because of dislocation of head of femur into thyroid foramen produced by being run over by a Cavalryman at the battle of Port Republic, Va.

On this 5TH DAY OF FEBRUARY A.D. ONE THOUSAND EIGHT HUNDRED AND EIGHTY SEVEN personally appeared before me Clerk of the Circuit a Court of Record within and for the county and State aforesaid SAMUEL SPRINGER aged 57 years, who, being duly sworn according to law, declares that he is the identical SAMUEL SPRINGER who was enrolled on the 5 day of March, 1862 in Company H of the 1st regiment of WVa Vols commanded by Capt. J. M. Bowers and was honorably discharged at Philadelphia, Pa. On the 24 day of Oct 1862; That his personal description is as follows: Age 57 years; height 5 feet 4 1/2 inches; complexion fair; hair black; eyes blue. That while a member of the organization aforesaid, in the service and in the line of duty at New Market in the State of Virginia on or about the --- day of April, 1862, he was attacked with diarrhoea while on guard duty. Was attended by Regt surgeon and also sent to hospital Washington, D.C. & received treatment for said diarrhoea but continued to suffer therefrom during service becoming chronic, and that it has continued to afflict him since discharge.
Also on or about May? 1862 while on double quick, dislocated his right hip while jumping a ditch in a skirmish with Gen Ewels Rebel force in Lou Ray valley in the state of Virginia and was thereby incapacitated for military duty and discharged for disability. He continued to suffer from said disabilities since and that by reason of injury to hip and diarrhoea is unable to perform manual labor.
That he was treated in hospitals as follows: At ---- Hill Carres(?) Hospital Washington, D. C. July & Aug 1862 for diarrhoea and at cor. of --- & Brown Street Hospital Philadelphia Sept & Oct 1862 for injured hip and discharged therefrom for disability.
That he has ___ been employed in the military or naval service otherwise than as stated above RE-ENLISTED in Co. A 3rd Regt WVa Vols Feb 1865 and discharged July 1865.
That he has not been in the military or naval service of the United States since the -- day of July 1865. That since leaving the service this applicant has resided in the WETZEL COUNTY in the state of WVa, and that his occupation has been that of a farmer. That prior to his entry into the service above named he was a man of good, sound, physical health, being when enrolled a farmer. That he is now partially disabled from obtaining his subsistence by manual labor by reason of his injuries, above described, received in the service of the United States; and he therefore makes this declaration for the purpose of being placed on the invalid pension roll of the United States. He thereby appoints with full power of substitution and revocation, T. W. TALLMADGE, of Washington, D. C., his true and lawful attorney to prosecute his claim That he has never received but applied for a pension Claim No. 590921. Said application being informal by reason of execution before a Notary Public that his post office address is PINE GROVE, WETZEL COUNTY, WEST VIRGINIA.

Sir: I have the honor to request that you will furnish from the records of the War Department a full Report as to the service, disability, and hospital treatment of SAMUEL: SPRINGER, who, it is claimed, enlisted March 5, 1862 and served as PRIVATE in CO. H 1" Reg't WVa Vols and was discharged at Philadelphia, Pa Oct 24, 1862.
While serving in Co H, 1" Reg't WVa Vols he was disabled by diarrhoea, at New Market, Va, April 1862. Also dislocated right hip in skirmish with Gen'l Ewell's Rebel Force, in Love(?) Ray Valley, Va. May 1, 1862 and was treated in hospitals of which the names, location and dates of treatment are as follows: Regimental Hospital

John C. Black Com Pensions. Sir your favor Apr 19th to hand. Contents noted. in reply woud say. I live in 4 miles of Pine Grove PO Wetzel Co WVa- lived here before enlistment. I am still at the same place have never moved about. I was a Farmer before the war. I still follow the same occupation as far as health will permit. I was a sound able bodied man before I went into the service in the beginning of the Rebellion. I had not been in the service long before I took diareah. Caused I suppose by drinking bad water- unwholesome diet & exposure to Army life. Was doctored for the same in the Army. Then in May 1862 while in an engagement with Ewel's forces while jumping a ditch I fell & dislocated my left hip & sprained my ankle at same time. I was discharged soon after. I come home & doctored myself up to some extent & rested till the spring 1865 I think. I enlisted again in Co. A 3rd WVa Cavl. I served as best I could till July 1865. Was discharged & come home again & worried a long as best I could till the spring 1877 or 78. I was obliged to take my bed & send for medical aid. I sent for Dr. C. P. Garrett. PO Address Porter's Falls Wetzel Co WVa. I was then suffering with Chronic Diareah. I was confined to my bed for some 9 weeks & came verry near dying. "Yet I was patched up & am still lingering along. Getting medicine from C. P. Garrett evry now & then. Which keeps me up most of the time. I have never doctored with any other physician but C. P. Garrett & that has been constantly since 1878. Since that time I have been prevented from work about half my time & the other half has been of verry little account to me as a laborer. Of course my hip & ankle has helped to disable me from manual labor.

Volunteers, was enrolled on the 5th day of March, 1862, at WHEELING, WVa for THREE YEARS. and is reported: on Roll March & April/62. Present. May & June/62 absent sick in hospital. Wash DC. Same report to Oct 31/62. Nov & Dec/62. Discharged for disability Oct 24/62 Discharge certificate on file, dated Philadelphia, Pa Oct 24/62 shows him discharged at that place and date. Regiment was serving in Shenandoah Valley April, May & June/62.
No hospital records on file prior to 1864.
Casualty List 4th Brigade 1st Div Dept Rep shows him "Missing".
June 8-8/62 The records of this office furnish no further evidence of disability in this case.

On this 26th day of JULY A. D. one thousand eight hundred and ninety, personally appeared before me, a Notary Public, in the County and State aforesaid, SAMUEL SPRINGER aged 64 years, a resident of READER, County of WETZEL State of West Virginia, who according to law, declares he is the SAMUEL SPRINGER who served the full period of ninety days in the military service of the United States in the War of the Rebellion, 1861-1865, who enlisted at WHEELING WVa on the -- day of March 1862, as a private in company of J. M. BOWERS in the 1st regiment which was commanded by Colonel---- Inf WVa vols and was honorably discharged as a private at Phila. Penn. On the 24th day of October 1862. That his personal description at the time he enlisted was as follows: Age, 33 years; height, 5 feet 3 inches; complexion, fair; color of hair, black; color of eyes, grey; born at WVa; occupation when enlisted, Farmer. That he is at this time afflicted with a disability which is not the result of his own vicious habits, and he verily believes is permanent in character. That said disability is DISLOCATION OF RIGHT HIP AND ANKLE, CHRONIC DIARHEA & KIDNEY AFFECTION.
That by reason of said disability he is incapacitated from the performance of manual labor, which renders him unable to earn a support 3/4.
That he makes this declaration for the purpose of being inscribed upon the Pension Rolls of the United States as a disabled ex-soldier of the last war, being incapacitated from performing manual labor to earn his support as provided for under the act passed by the 51st Congress of the United States for disabled soldiers and sailors, approved June 1890, and hereby constitutes and appoints, with full power of substitution and revocation, T. W. TALLMADGE, OF WASHINGTON, D.C. his true and lawful attorney to prosecute this claim and obtain a certificate for pension under the act aforesaid.
That he is now on the Pension rolls of the United States and will support the Constitution of the United States.

We have both been acquainted with this applicant for Pension for 30 years & have worked for & with him often & know from our own knowledge that this applicant is disabled 3/4 from performing manual labor with other able bodyed men by reason of the Disabilitys which he claims Pension on viz. Chronic diarhea, kidney disease and ankle.
We further declare that we have no interest in said case and are not contested in its prosecution.

DECLARATION FOR INCREASE OF PENSION
State of West Virginia, County of WIRT ss:
On this 4TH DAY OF MARCH, A.D. 1902, personally appeared before me a Clerk of County Court, within and for the County and State aforesaid, SAMUEL SPRINGER aged 76 years, a resident of WIRT County. Post office ELIZABETH, WVa, State of West Va who, being duly sworn according to law, declares that he is the identical SAMUEL SPRINGER who was enrolled on the first day of March, 1865, in West Virginia Cavalry Volunteers in the WAR of the REBELLION and served at least NINETY DAYS and was HONORABLY DISCHARGED at WHEELING, WV on the 30th day of June, 1865 and was employed in the Military service of the United States prior to the first day of March, 1865 and not subsequent to the 5th day of March, 1862.
That he is wholly unable to earn a support by manual labor. That he is a pensioner under Certificate No. 478 643 at EIGHT dollars a month. That his physical condition is such that he believes he is entitled to an increase of pension. That in addition to the disabilities heretofore alleged and claimed for he is disabled by reason of A PARTIAL STROKE OF PARALYSIS which was incurred at about 1864, and under the following circumstances: DISLOCATION OF THE RIGHT HIP AND SEVERE ATTACK OF MEASLES AND HAS SUFFERED EVER SINCE THE WAR WITH A CHRONIC DIARRHEA TAKEN TOGETHER HAS CAUSED PARALYSIS PARTIAL AND GENERAL DEBILITY. That said disabilities are not due to vicious habits, and are, to the best of his knowledge and belief, permanent.
That he makes this declaration for the purpose of securing an increase of pension under the provisions of the Act of June 27, 1890, as amended by Act of May 9, 1900. He hereby appoints J.B. CRALLE & CO., Pension Attorneys, Cralle Building, 108 C St. N.W., Washington, D.C. his true and lawful attorneys to prosecute his claim, and he hereby agrees to allow said attorneys the lawful fee of Two Dollars when his increase is allowed. On this 21 DAY OF JULY A.D. 1902, personally appeared before me a Notary Public in and for the aforesaid County, duly authorized to administer oaths SAMUEL SPRINGER aged 76 years, a resident of near ELIZABETH in the County of WIRT, and state of WEST VIRGINIA whose Post office address is R.F.D No 1 ElIZABETH, WVa well known to be reputable and entitled to credit, and, who, being duly sworn, declared in relation to aforesaid case as follows: I am the claimant in the above styled claim. I am physically unable to go to Parkersburg, WVa to be examined. I make this affidavit in order that a physician may be sent to my house to examine me.

I have this day examined Mr. SAMUEL SPRINGER and his physical condition is such that I do not think him able to leave his home for any distance to undergo a medical examination. He is weak and very much debilitated not scarcely able to walk by the aid of a cane.
