While a student nurse at St. Francis Hospital, "Julia" Kramzer participated in the U.S., World War II Cadet Nursing Corps.

Juliana was born on June 22, 1922 in Sygan Hill, Allegheny County, Pennsylvania. Her parents were Rudolph Kramzer, a coal miner, and Julia Punter, both born in Yugoslavia. Her siblings were Rudolph and Anna.

On May 26, 1948, in Allegheny County, Juliana married Floyd L. Vissat, a Mechanical Engineer.

Juliana's father died in 1966. Her mother, still alive at the time of Juliana's death on December 30, 1986, died in 1988.
