Miss Frances Anne Kellett was born in Bishop Auckland, England on November 13, 1888. She left Gateshead, England on the ship "Majestic" on April 3, 1906 and arrived in New York on April 13. She became a Naturalized Citizen in December 1921.

She served in the U. S. Army as a 2nd Lieutenant from November 23, 1918 to December 9, 1920. She is named in a 1922 history of the Pittsburgh Red Cross, a nurse who was "in active service with the American Expeditionary Forces and in the United States." At the time of the 1920 Federal Census, she was stationed at the Hospital at Fort Eustis, Warwick County, Virginia.

In 1930 and 1940, Miss Hallett lived on Fairywood Street and worked as a nurse for a private family. Her widowed sister, Celia M. Kitrick, and Celia's daughter, Catherine, were also in the home. Celia (also Cecilia), immigrated in 1904/1905.

Miss Kellett died on December 28, 1964 and she is buried at Calvary Cemetery, Hazelwood, Allegheny County.
